In the 2011, Arizona Revised Statute A.R.S. 33-1804 was amended to allow homeowners to speak on each individual Board Motion.

The following summary of the changes was provided by Golden Vista's attorney, Carpenter, Hazelwood, Degado & Wood, PLC:

"once after the board has discussed a specific agenda item but before the board takes formal action on that item."

2.  Reasonable time limitations may be placed on persons speaking during the meeting, but must allow a "reasonable number of persons to speak on each side of an issue."

3.The agenda shall be available to all members attending (Board meetings).
