Board President's Report
February 14,2006
Golden Vista RV Resort Homeowners Annual Meeting
Presidents Report:
I would like to thank Dell McKinney and her staff for a great year.
Every year when we return to the Valley of The Sun we find things
cleaned and polished and ready to go. In Addition to the great job done
by our staff I would also like to thank all of our volunteers who help
us operate so efficiently.
This year some of our friends are not with us for a variety of reasons.
I personally lost a good friend who was a friend of the Resort, we will
miss Tom Boggs. In the past when a question came up the answer was
usually "call Tom". Today when we have to deal with the infrastructure
of Golden Vista we remember how good we had it in the past.
2005 has been a year of change in how your Board of Directors can
function under the Statutes of the State of Arizona. When three or more
Board members are gathered it's a "public meeting". One of the most
significant issues we have had to incorporate into our meetings is to
allow Homeowner participation on issues the Board will be voting on.
This has somewhat slowed the process but it has aided the Board in
acting on issues important to the Homeowners.
Another change that was initiated in 2005 is the practice of presenting
an issue to the board for research and discussion and voting on that
item at our next Board meeting. This has been done to allow a more
complete understanding of the issue and to allow greater Homeowner input
into the potential changes in your Resort.
Through the good management of our staff we have been able to increase
our Reserve Fund. We're now entering into our first "real" Long Term
Planning for the Resort as the Board begins to look at a process to deal
with future operations and repairs and Resort improvements. As part of
the ongoing maintenance items the Board is responsible for last year the
Tennis courts were rebuilt and twin drain pipes were placed under the
courts
from the North side (Rock Hound) to the South side (Nightdigger) that
should prevent the annual flooding of the court area.
One of my personal goals for 2005 was to follow the Roberts Rules as
closely as we could, that goal has prevented me from participating in
Board discussions because Roberts suggests the role of President/Chair
is that of facilitator not opinion director. I have been able to depend
on the good judgement of my fellow Board Members and generally maintain
that facilitator role, Thank you each one for your leadership.
Volunteers are always needed and much appreciated and they make Golden
Vista what it is, a place we can all be proud of. I want to take this
opportunity to encourage you to follow your interests and ideas on how
we can continue to improve Golden Vista.
Thank you for the opportunity to serve.
Leroy Gibson, 2005
President, Golden Vista Board of Directors
